Brief descriptions were attached to the end points of each axis, to create a continuum along the axis. Think-Tank participants developed a narrative for each scenario and described the characteristics of economic development in Littleton under the conditions of each scenario quadrant in 2040. This scenario planning process provided away to tease out plausible future scenarios and examine them from a speculative standpoint. They represent different possibilities for the future of economic development in Littleton looking out to 2040.
