SCALE: 1 = Hands-off – Let businesses work it out; to 10 = City actively uses community-based tools to shape outcomes.

Key things to note:

There was a wide spread of responses from 1 – 10 on the continuum with the majority opting towards the City activity using community-based tools to shape outcomes.
There wasn’t any visible differences between age groupings and where people live in response to this question.
