New developments can alter the character of a community and can bring both new opportunities and challenges. There is a choice in how to respond. For example, Pflugerville could let market forces dictate housing and development patterns and speed, and the City just responds to emerging needs for infrastructure and utilities to service these new developments. Or, Pflugerville could leverage opportunities, by proactively and intentionally guiding new development to create the desired density, diversity and character of housing; and focus on building the local business and economic base that takes full advantage of Pflugerville’s geographic position and development potential.
