The prioritization survey was the final step in the planning process. The survey was sent to the Council and senior management at the City. Participants were asked to score each action on three dimensions:

• Importance – relative importance of each action
• Urgency – the urgency to implement each action
• Boldness – how bold and innovative do we need to be in implementation
