Key things to note:

89% of survey respondents consider Chapter 6: Program Requirements, to be the most useful section of the CDBG Application and Program Guide.
The next most useful sections were Chapter 2: Eligibility and Activities Funded (78%), followed by Appendix A: Evaluation Rating and Ranking Criteria (67%), Chapter 4: How to Apply and Chapter 5: Administrative Requirements (both 56%).
